    Karen Bortey Hits NPP Vetting Committee With Petition Againts “Dr China” Over Failure To Repay 30, 000 Dollar Debt Owed Her.

    Karen Bortey, a member of the NPP-USA Branch has petitioned the National Vetting Committee over the conduct of Dr Charles Dwamena popularly known as Dr China, an aspiring General Secretary of the party.

     

    In a thirteen (13) points petition, Ms Bortey alleged that Dr China among other things owes her an amount 30, 000 dollars being a loan he requested before the 2022 national executive elections.

    She stated all expenses she made on Dr China’s campaign amounted to 50, 000 dollars.

    Meanwhile she has asked the Vetting Committee to conduct an independent inquiry into all her claims by supplying the outfut with supporting documents and financial transfer receipts.

    This portal publishes in full the details of the petition signed by Karem Bortey and forwarded to the Vetting Committee on Tuesday, the 25th day of August, 2026.

    FORMAL PETITION REQUESTING AN IMPARTIAL INVESTIGATION, REVIEW, AND APPROPRIATE ACTION CONCERNING THE VETTING OF DR. CHARLES DWAMENA (DR. CHINA)

    Dear Madam Chairperson and Distinguished Members of the Committee:

    I respectfully submit this formal petition concerning the candidacy and vetting of Dr. Charles Dwamena, popularly known as Dr. China, and matters arising from my personal, financial, political, and professional involvement in supporting him and his political activities.

    I have deliberately refrained from bringing these matters before the Party for an extended period because I initially believed they could and should be resolved privately. I made repeated efforts to resolve the issues directly and peacefully. Despite those efforts, the matters remain unresolved.

    I therefore find it necessary, at this stage, to place the relevant facts and supporting evidence before the appropriate Party authority.

    I am not asking the Committee to accept my allegations simply because I have made them. I am asking the Committee to investigate the evidence, hear both sides, and make an independent determination based on facts.

    1. MY SUPPORT AND SACRIFICES FOR DR. DWAMENA AND HIS POLITICAL ACTIVITIES

    During the relevant period, including the 2022 campaign period and subsequent political activities, I provided substantial personal, financial, logistical, organizational, and other support connected to Dr. Dwamena and his political endeavors.

    My involvement went substantially beyond ordinary political participation.

    I committed my own money, time, resources, relationships, and personal credibility. I undertook expenses, transferred funds, provided financial assistance, and incurred obligations in circumstances in which I believed that commitments and representations made to me would be honored.

    When all of the expenditures, transfers, campaign-related expenses, borrowed funds, and other financial commitments are considered, my total financial exposure was substantial and exceeded $50,000.

    I have documentary evidence supporting these transactions and expenditures and am prepared to provide the Committee with the relevant records.

    2. USE OF MY PERSONAL SAVINGS AND RETIREMENT FUNDS

    Among the sacrifices I made was the withdrawal of approximately $30,000 from my 401(k) retirement savings in 2022.

    I did not make that decision casually.

    The withdrawal resulted in financial consequences, including taxes and penalties, and represented money that I had accumulated for my own future financial security.

    I nevertheless committed those resources because of my belief in the political cause and because of the circumstances, representations, commitments, and expectations surrounding my involvement with Dr. Dwamena and his political activities.

    The Committee should understand the magnitude of the personal sacrifice involved.

    3. ADDITIONAL EXPENDITURES AND VOLUNTARY CONTRIBUTIONS

    In addition to monies that were advanced with an expectation of repayment, I also incurred numerous expenses voluntarily in support of political and related activities.

    These included expenditures associated with organizational work, campaign activities, transportation, logistics, payments to third parties, and other activities undertaken because I believed I was supporting a political cause and assisting Dr. Dwamena.

    When these voluntary contributions and expenditures are included, the total amount of resources I committed was significantly greater than the amount of any single loan or transfer.

    I have retained evidence of many of these expenditures and am prepared to submit them for review.

    4. WRITTEN REPAYMENT ARRANGEMENT AND OUTSTANDING FINANCIAL OBLIGATIONS

    A particularly important aspect of this matter is that there was a written understanding concerning repayment of monies advanced or obligations incurred.

    There were subsequent communications and efforts concerning repayment, including partial payments and attempts to reach a final resolution.

    Despite these efforts, the financial matter has not been satisfactorily resolved.

    I possess documentation relating to the agreement, the amounts advanced, payments made, communications between the parties, and the outstanding obligations.

    I respectfully ask the Committee to examine the actual documentary evidence rather than allowing this matter to become a dispute based merely upon competing verbal accounts.

    5. MY FOUR-YEAR EFFORT TO RESOLVE THIS MATTER PRIVATELY

    I want to emphasize that I did not rush to the Party with these allegations.

    For approximately four years, I made efforts to resolve the matter privately.

    I communicated directly, sought repayment, sought clarification, and attempted to find a peaceful resolution without exposing Dr. Dwamena to political or reputational embarrassment.

    I did so because I believed that private resolution was preferable.

    Unfortunately, those efforts have not resulted in a satisfactory resolution.

    My decision to petition the Vetting Committee therefore comes only after extensive attempts to resolve the matter privately have failed.

    6. MATERIAL MISREPRESENTATIONS CONCERNING HIS MARITAL STATUS AND PERSONAL CIRCUMSTANCES

    There is another significant aspect of this matter that I respectfully ask the Committee to consider.

    Dr. Charles Dwamena was a married man during the relevant period. However, he made representations to me concerning his marital status and personal circumstances that I subsequently discovered were not truthful.

    I relied upon representations made directly to me by Dr. Dwamena concerning his personal circumstances and the nature of our relationship.

    I subsequently discovered that he had not been truthful with me regarding his marital status and related personal circumstances.

    This is relevant to my petition because these representations were made within the context of a relationship in which I was providing substantial personal, financial, logistical, and political support.

    I did not make financial and personal commitments in a vacuum. I made them within a relationship and circumstances shaped by representations made directly to me.

    I therefore respectfully submit that the Committee should consider whether the representations made to me were truthful and whether they are relevant to questions of credibility, integrity, judgment, honesty, and character.

    I am not asking the Committee to punish Dr. Dwamena merely because he is married or because of his private life.

    My concern is the alleged deception and the material representations made to me, particularly where I relied upon those representations while committing substantial personal and financial resources.

    I am prepared to provide documentary evidence and other supporting information concerning these representations and the circumstances in which they were made.

    Because these matters are personal and sensitive, I respectfully request that any supporting evidence concerning his marital status and personal representations be treated confidentially to the extent permitted by the Party’s procedures.

    7. THE CONNECTION BETWEEN THE PERSONAL REPRESENTATIONS AND MY FINANCIAL SACRIFICES

    I respectfully ask the Committee not to examine the financial issues entirely separately from the circumstances in which those obligations arose.

    The personal relationship, the representations made to me, my political involvement, and the financial assistance I provided were interconnected.

    I committed resources while relying upon information and representations provided directly to me.

    If the Committee determines that material representations were knowingly false, it is respectfully submitted that this may be relevant to assessing the broader questions of credibility, judgment, integrity, and responsibility expected of an individual seeking Party leadership.

    Again, I am not asking the Committee to reach that conclusion without evidence.

    I am asking that the evidence be heard and evaluated.

     

    8. THE MATTERS ARE MATERIAL TO THE VETTING PROCESS

    I fully recognize that Dr. Dwamena has the right to seek political office and to be treated fairly.

    I equally believe that every aspirant seeking significant leadership within the New Patriotic Party should be subject to appropriate scrutiny concerning matters that may reasonably bear upon his or her integrity, credibility, judgment, financial conduct, and ability to honor commitments.

    The issues raised in this petition therefore go beyond a simple private disagreement.

    The Committee is respectfully requested to determine:

    * Whether substantial financial obligations were incurred;
    * Whether there was a written repayment arrangement;
    * Whether those obligations remain outstanding;
    * Whether representations concerning his personal and marital circumstances were knowingly false;
    * Whether I relied upon those representations;
    * Whether the financial and personal matters are relevant to his credibility and integrity;
    * And whether any of these matters are material to his suitability for the position he seeks.

     

    9. I HAVE DOCUMENTARY EVIDENCE

    I emphasize that this petition is not based solely upon memory, emotion, or hearsay.

    I am prepared to provide supporting evidence, including:

    1. Bank statements and financial records;
    2. Bank transfers and payment records;
    3. Receipts and expenditure records;
    4. Documentation relating to my 401(k) withdrawal;
    5. Written repayment agreements or acknowledgments;
    6. Evidence of payments and partial repayments;
    7. Text messages, WhatsApp messages, emails, and other communications;
    8. Documents concerning campaign-related expenditures;
    9. Evidence concerning representations made to me about his marital and personal circumstances;
    10. Relevant witness information; and
    11. Any other documents that may assist the Committee in establishing the truth.

    I respectfully request the opportunity to submit these documents formally and have them considered as part of the Committee’s review.

     

    10. I AM NOT ASKING THE COMMITTEE TO RELY ON SPECULATION ABOUT KODUA

    I am aware that there has been speculation among some individuals that the circumstances about which I complain may have been orchestrated or influenced by the General Secretary, Mr. Justin Frimpong Kodua.

    I want to be very clear.

    I am not presenting speculation as fact, and I am not accusing Mr. Kodua of orchestrating these events without evidence.

    In fact, Mr. Kodua personally told me that the timing was not appropriate for him to engage Dr. Dwamena because, otherwise, his own name could be “smeared in the mud.”

    I am placing this information before the Committee only because I believe transparency is important.

    I leave it entirely to the appropriate Party authorities to determine whether any Party official had any involvement in the circumstances raised in this petition.

    I do not want this petition reduced to a political personality contest.

    My concern is the facts, the evidence, and the integrity of the vetting process.

     

    11. REQUEST FOR AN IMPARTIAL PROCESS

    I respectfully ask that both Dr. Dwamena and I be given a fair opportunity to present our respective positions.

    I do not seek a decision based solely on my allegations.

    I request that:

    1. My petition be formally received and recorded;
    2. Dr. Dwamena be given an opportunity to respond;
    3. Both parties be permitted to submit documentary evidence;
    4. Relevant financial records be examined;
    5. The written repayment agreement be considered;
    6. Relevant communications be reviewed;
    7. Evidence concerning material representations made to me be considered;
    8. Relevant witnesses be permitted to provide information where appropriate;
    9. Any potential conflict of interest be identified and appropriately addressed; and
    10. The Committee reach its determination independently and without political pressure or improper influence.

     

    12. REQUEST FOR PRESERVATION OF EVIDENCE

    Given the seriousness of these matters, I respectfully request that relevant records, communications, financial documents, and other evidence relating to this matter be preserved.

    This includes documents and communications held by the parties or any other relevant persons that may assist in determining the facts.

    I make this request so that the Committee’s consideration can be based upon the most complete evidentiary record reasonably available.

     

    13. RELIEF AND ACTION REQUESTED

    In light of the foregoing, I respectfully petition the National Vetting Committee to:

    a. Formally receive and acknowledge this petition;

    b. Place this petition and its supporting evidence on the appropriate official record;

    c. Conduct an impartial investigation into the matters raised;

    d. Permit me to submit all relevant documentary and financial evidence;

    e. Give Dr. Dwamena a full and fair opportunity to respond;

    f. Examine the written repayment agreement and associated financial records;

    g. Determine, based upon the evidence, whether outstanding financial obligations exist;

    h. Examine the representations made to me concerning Dr. Dwamena’s marital status and personal circumstances;

    i. Determine whether any material misrepresentations are relevant to questions of credibility, integrity, judgment, or suitability;

    j. Determine whether the matters raised are material to Dr. Dwamena’s vetting;

    k. Ensure that no person improperly interferes with, suppresses, prejudices, or influences the consideration of this petition;

    l. Take whatever action the Party’s rules and procedures authorize if the allegations are substantiated; and

    m. Provide me with a written acknowledgment and written notification of the action taken or determination reached.

     

    14. MY POSITION IS ONE OF ACCOUNTABILITY, NOT RETALIATION

    I want to make clear that I am not bringing this petition out of revenge.

    I supported Dr. Dwamena because I believed in him, the political cause, and the objectives we were working toward.

    I made sacrifices that I did not have to make.

    I gave resources that could have been used for my own needs.

    I attempted to resolve the resulting problems privately because I did not want political disagreement or personal circumstances to damage anyone unnecessarily.

    However, accountability cannot depend upon how long a person remains silent.

    After approximately four years of unsuccessful efforts to obtain a satisfactory resolution, I believe I have a responsibility to bring the matter before the appropriate authority.

     

    15. COMMITMENT TO THE NEW PATRIOTIC PARTY

    I have supported the New Patriotic Party because I believe in its values and its role in Ghana’s democratic development.

    I therefore believe that the Party’s internal electoral and vetting processes must be protected from political influence, personal relationships, intimidation, retaliation, favoritism, or attempts to suppress legitimate concerns.

    Every aspirant should be treated fairly.

    Every complainant should also be heard fairly.

    No individual should be above legitimate scrutiny, and no complainant should be denied a hearing simply because the person complained about is politically connected or influential.

     

    16. CONCLUSION

    Madam Chairperson and Distinguished Members of the Committee, I respectfully ask you to consider this petition in the spirit in which it is submitted.

    I am not asking the Committee to take sides.

    I am asking the Committee to seek the truth.

    If my allegations are not supported by the evidence, I am prepared to accept an objective determination.

    If, however, the evidence establishes that substantial financial commitments were made, that repayment obligations were undertaken and remain unresolved, that material representations were made to me that were false, or that other conduct relevant to integrity, credibility, judgment, or suitability is established, then I respectfully ask the Committee to take those facts into consideration in accordance with the Party’s constitution, rules, and vetting procedures.

    I am prepared to cooperate fully with any investigation and to provide original documents, financial records, communications, and other evidence in my possession.

    I respectfully request written acknowledgment of receipt of this petition and written notification of the Committee’s decision or the next procedural step.

    I further reserve my right to pursue any available internal Party appeal or other lawful remedy should this petition not be appropriately addressed.

    I submit this petition in good faith, with respect for the New Patriotic Party, and with a sincere desire to protect the integrity, credibility, and fairness of the Party’s leadership selection process.
